Because in a tie, you can only vote for the tied parties, and since there's usually only two people their votes are already locked in for each other. In a three way tie, they could still change their votes from one target to another.

That makes sense. I have never seen a 3way tie anywhere else I don't think, damn sure not on Survivor. If I did it slipped my mind completely that everyone revoted, much like the 4-4-4 did last time.
